<p>The decision, announced in a statement released by the U.S. State Department, overturns the position of former President George W. Bush&#8217;s administration, which had opposed such a treaty on the grounds that national controls were better.</p>
<p>U.S. Secretary of State Hillary Clinton said the United States would support the talks as long as the negotiating forum, the so-called Conference on the Arms Trade Treaty, &#8220;operates under the rules of consensus decision-making.&#8221;</p>
<p>&#8220;Consensus is needed to ensure the widest possible support for the Treaty and to avoid loopholes in the Treaty that can be exploited by those wishing to export arms irresponsibly,&#8221; Clinton said in a written statement.</p>
<p>While praising the Obama administration&#8217;s decision to overturn the Bush-era policy and to proceed with negotiations to regulate conventional arms sales, some groups criticized the U.S. insistence that decisions on the treaty be unanimous.</p></blockquote>

<p>Clearly, the insurance companies are the problem, not the solution. They are driving up the cost of health care. Because their massive bureaucracy avoids paying bills so effectively, they force hospitals and doctors to hire their own bureaucracy to fight the insurance companies to avoid getting stuck with an unfair share of the bills. The result is that since 1970, the number of physicians has increased by less than 200% while the number of administrators has increased by 3000%. It is no wonder that 31 cents of every health care dollar goes to administrative costs, not toward providing care. Even those with insurance are at risk. The single biggest cause of bankruptcies in the U.S. is health insurance policies that do not cover you when you get sick.</p></blockquote>

The $787 billion stimulus package, he said last winter, would &#8220;save or create 3.5 million jobs.&#8221; The White House is touting reports from recipients of stimulus funds asserting that they have created or saved 640,000 jobs so far.</p>

<p>&#8220;History tells us that job growth always lags behind economic growth, which is why we have to continue to pursue measures that will create new jobs,&#8221; he said. &#8220;And I can promise you that I won&#8217;t let up until the Americans who want to find work can find work.&#8221;</p>
<p>It was a strong vow, but it raises a question: Why has a White House that talks so much about boosting employment steered clear of the most direct strategy that could keep Americans on the job?</p></blockquote>
